We serve over 5,000 children and families annually through our strategies that span across the life spectrum of birth through young adulthood, including Early Childhood, School Linked Services, Juvenile Justice, and Career Pathways. Safe Passages’ work is based on the premise that access to educational opportunities, health services, and family support should not be dictated by race or socio-economic status and that healthy and supported youth are better prepared to learn and succeed.
The Human Resources (HR) Manager is a key leadership position within Safe Passages, overseeing all HR functions and ensuring compliance with employment laws, policies, and best practices. Under the direction of the Executive Director, the HR Manager is responsible for managing employee relations, talent acquisition, onboarding, performance management, compensation and benefits, and HR administration. This role requires a strong understanding of HR compliance, strategic planning, and a commitment to fostering an inclusive, positive work environment.
Essential Functions:
The following duties are performed by employees in this classification. In some cases, employees may perform other related duties at an equivalent level.
Administrative Functions:

Develop and implement HR policies, procedures, and trainings to align with organizational goals and ensure compliance with federal, state, and local employment laws.

Maintain the highest level of confidentiality and oversee HR records, ensuring accurate documentation of employee files, benefits enrollment, and performance management.

Manage payroll-related HR tasks, including processing salary adjustments, leave balances, and benefits coordination in partnership with the Finance team.

Ensure regulatory compliance for labor laws, confidentiality, workplace safety standards, and employee rights, providing training to staff accordingly.

Manages a team to carry out all HR, recruitment, and compliance operations

Oversee and maintain HR-related budgets, tracking expenditures and forecasting HR operational costs.
Supervisory Functions:

Provide guidance to managers and staff on HR policies, employee relations, and workplace best practices.

Resolve employee concerns and workplace conflicts through fair and effective mediation processes.

Partner with leadership to ensure equitable and inclusive hiring, retention, and talent development practices.

Oversee the performance evaluation process, providing coaching and development opportunities for managers and staff.

Lead HR audits and risk assessments, ensuring HR procedures align with legal requirements and industry best practices.
Recruitment, Onboarding, and Compliance Functions:

Collaborate with the recruitment team to develop and execute strategies for attracting diverse and qualified candidates.

Oversee the onboarding process, ensuring new hires are effectively integrated into the organization and receive necessary training.

Identify training needs and implement professional development programs that enhance employee skills and performance.

Develop and implement succession planning initiatives, ensuring a strong pipeline of future leaders within the organization.

Manage and continuously improve employee engagement efforts, fostering a workplace culture that values collaboration, accountability, inclusion, and well-being.
